The European Cyclists' Foundation (ECF) studies national cycling strategies in Europe. While many countries do not yet have a bicycle strategy, the development model is clear.

According to the ECF, the report is the first to provide a comprehensive overview of the state of national cycling strategies in 47 European countries. The National Cycling Strategy is an important policy tool for countries to develop and increase the share of cycling at the national level, with all the positive social implications that come with it. A national cycling strategy is also critical if the world is to quickly and effectively reduce transport emissions and tackle the climate crisis.

With the adoption of a pan-European master plan to promote cycling in May 2021, the region's 54 countries are now politically obliged to develop and implement national cycling strategies by 2030. Analysing data from 47 European countries, this report shows that most countries are still a long way from reaching this goal.
